| contd :- -3- that complaints on cars in service be dealt with by fitting the new throttle only; the small advantage gained by the ball bearing governor shaft does not warrant the expense incurred in changing over on existing cars. Both improvements should be fitted to new cars in order that we can be satisfied that we are getting the best results obtainable.
