Bailey - Chief Engineer} 7080 X7280 PHANTOM 11 SEMI EXPANDING CARBURETTER. As the result of further tests on the starting of the semi expanding carburetter we have come to the conclusion that the safe policy is to retain the present standard starter carburetter. This has been agreed to by E.{Mr Elliott - Chief Engineer} and By.{R.W. Bailey - Chief Engineer} and the Works are being instructed accordingly. We went through no end of trouble before we successfully developed our present starter carburetter and until we have had a whole winter's experience with an alternative scheme we are not in a position to recommend it. We shall carry on this winter gaining experience and may at some later date be able to dispense with the starter carburetter. The fitting of the starter carburetter does not effect the decision as regards the governor but it does mean that we shall not be able to use the throttle stop because it will be necessary to shut the throttle completely before starting. 19-EX. car which we are sending to you this week-end will be fitted up with the starter carburetter arranged in the way we propose to adopt as standard.
