To Hy. {Tom Haldenby - Plant Engineer} c. to Wor. {Arthur Wormald - General Works Manager} c. to E. {Mr Elliott - Chief Engineer} X1290 Hs {Lord Ernest Hives - Chair} /Rm. {William Robotham - Chief Engineer} 18/KW.19.11.35. Freezing Chamber. The fact that this piece of equipment, though agreed to, has not yet been ordered is causing us considerable concern. We have managed to borrow Lucas's Cold Chamber to try out the SpectreCodename for Phantom III, and find that a considerable amount of development work on both starter motor and carburetters will be required to bring it into line with the average American car. It will not even start at + 32°F. {Mr Friese} at present. It is almost impossible for us to presume on the hospitality of Messrs. Lucas to the extent necessary to get this job right. We are therefore going to be severely handicapped unless we can get our own Cold Chamber completed.
