In forwarding copies of your inter-departmental memoranda to C.J., please do not indicate in the usual way on the memoranda that a copy is being sent to C.J., unless it is a matter which requires his special attention, just as has been done in the past. If a memorandum is received here marked "c. to C.J." this is always treated as a point which requires C.J's special attention.
