From CJ to EFC requesting an explanation for non-compliance with ordering procedures, citing two specific cases.

With reference to the order issued that no instruction should be given which would place the Company under a liability to pay money unless previously approved by Jn., I have recently asked him to give me a return of cases in which this order has not been complied with.

Amongst other cases he reports as follows:-

26.5.21. Weston Elect.Co. This charge of £1.12.3 is for repairing ammeters, to E.F.C's instructions. No order has been issued because Wor.{Arthur Wormald - General Works Manager} refuses to pass the necessary requisition as he did not authorise the work to be done. The invoice has passed between the order office, E.F.C. and Wor.{Arthur Wormald - General Works Manager} but cannot now be found.

1.11.21. Lucas Elect.Co. One E5 RR Dynamo is herein invoiced at a total cost of £8.14.11. No order has been issued, but I understand from both the order office and stores that the goods were sent to E.F.C. who made arrangements for their delivery personally with a representative of Lucas'.

Please let me have an explanation.
