Re Changes in design - Thermostats.

Dear Mr.Johnson,

Enclosed is a copy of letter from Mr.Bailey to Mr.Nadin which brings up a problem in which we are seriously interested. This letter, in short, notifies us that Messrs. Bailey and Hives will decide for us when we must make a change in the design, and whether or not we shall scrap the material, tools, jigs, and fixtures we already have on hand.

This prospective change is one of many, but I refer to it as a concrete example of how we are affected here. Statements below refer to Top Water Connections only, anticipating thermostatic control.

1. We were instructed, some months ago, to proceed with certain sections as per drawings which had been sent us, and to order material for 250 cars.

2. Notwithstanding these instructions we ordered only 100 sets, but provided full tooling. Jigs, fixtures etc.

3. The material is in our plant.

4. Tools, jigs, and fixtures are completed.

5. We expect to start machining operations at the end of this week.

6. Our reasons for not ordering material for 250 cars was due to the fact that while Mr. Olley was in England in January, he heard in his conversations with members of the staff, that it was likely thermostatic control would be adopted. We, therefore, in our judgment, did not think it advisable to order the full quantity authorised, and purchased the smaller quantities at a greater expense.

7. If we carry out these instructions to the letter, the following points are involved:-

a - Scrapping materials for parts thereof which cannot be used and which we have on hand.
