X.3504 RE LOCKS FOR PREVENTION OF THEFT OF CARS With reference to the above matter, I am receiving a large number of suggestions none of which have been of any value or novelty, except that one suggestion I have before me of Lieut. Debenham, which is for a letter lock for the steering gear combined with a switch. I have not details of the proposal before me, but thought the generalized suggestion for a steering lock in which means are incorporated for preventing the car being driven away by the owner without first unlocking the steering, is rather simply effected by the incorporation of a switch. If I remember rightly you were not in favour of locking the steering gear, but if you had this in mind I was not sure that it had also occurred to you that it would be necessary to have some such safeguard as the above.
