Questioning the process for receiving designs for American alterations, specifically citing sheet metal clips.

As an instance - R.{Sir Henry Royce} states in 2274 - SHEET METAL PIPE AND WIRING CLIPS - "We use sheet metal clips for modern design, and they are satisfactory if provided with good heels for bolting. I therefore agree and recommend for adoption at Derby". In this case, are we to expect a design from WW?
