AMERICAN ALTERATIONS.

With reference to R1/M24.8.23, the continuation of R1/M24.8.23, and Final Part of R1/M24.8.23, R2/M14.9.23 and R1/M17.9.23, Mr. Royce has stated in these reports that he has agreed to certain items which could be adopted either in America, in England, or in both places.

We wish to follow closely the same arrangement in regard to such alterations as we follow with regard to alterations made in the ordinary course in England.

The usual course with every alteration is either that: (1) A standardisation sheet shall be signed, including a statement of exactly what tests have been made in connection with each alteration and whether they have been run 1,000 miles, etc.
or,
(2) Mr. Bailey has taken the responsibility of the alterations being made on account of their there being practically no risk of their causing a failure in the chassis and therefore no risk long test being necessary.

With regard to all the above-mentioned reports, please let me know which of the two above headings they come under, and whether, if a standardisation sheet is not considered necessary, Mr. Bailey is prepared to take the full responsibility of the alteration.

This matter is urgent as we are not forwarding to Springfield the last two reports, R2/M14.9.23 and R1/M17.9.23 until we receive your assurance on this matter.

Mr. Royce is expected here to-morrow (Tuesday). If there are any points for discussion, will you please let us have them if possible during to-morrow?
