Re System of suggestions.

Mr. Royce has asked me to write to you in reference to the modification of the system.

The suggestions put forward which deal with means of overcoming difficulties usually lack originality, or, if original, have required only the smallest amount of invention, once having grasped the difficulty to be overcome. Any man in the Drawing Office has to think out and discard a dozen such ideas every day in the ordinary course of his work.

This emphasizes the importance of Mr. Royce's original idea in connection with this system, which was, I understand, that an opportunity should be given to everybody employed here to suggest where there is room for improvement on the chassis, but that the means of bringing about that improvement would be advantageously left in the hands of the designers.

The employees would be saved much disappointment if this point could be brought before them by means of a notice posted
