Dear Mr. Robotham,

Provision of Material for Rolls Royce 40 m.m. Guns.

Your letter of the 2.8.40., addressed to Commander Oswald, on the question of gun forgings has been passed to me to answer. It was, of course, written before last Sunday's meeting at which, I think, the position was made clear but so that there may be no doubt in the matter it is stated below:-

The whole of the gun forging capacity in the country is allocated by the Alloy Steel Forging Control on the basis of statements of requirements rendered by the three Services and covering 16" to 20 m.m. The present allocation has been agreed up to December 1941 and new requirements, such as those for the Rolls Royce Guns, can only be met by displacing forgings for which production is already planned. Action to this end will be taken by this Office.

Certificates for the supply of steel are issued by the C.F. Branch of the Admiralty and cannot be applied for before a contract has been arranged - without these certificates no steel maker can proceed except under heavy penalties - vide Iron and Steel Control Order No.8.
