Pending the settlement of the limits of expenditure for each month, according to the decrease of output, which will be permissible to each department, it should be borne in mind that the expenditure will be controlled by a system of rations. The rations will be in relation to output and profits.

There can be no appeal against the rations inasmuch as the rations will represent the cash available.

The object of this memorandum is to call attention to the fact that departments in which, pending the fixing of the rations, expenditure is not brought to the lowest possible limits, will have rations at a lower scale than would have been the case if the knife had been applied earlier by the head of the department.

This memorandum does not apply to any legitimate expenditure which would bring about the production of the new models at an earlier date than would be the case if the expenditure were not made.
