Mr. Ward is, of course, very conscious of the fact that his factory is half empty and is anxious to keep his overheads down. This prevents him engaging additional staff with the necessary knowledge. We are not sure to what percentage of Mr. Green's time we are entitled, but even if it were 100% he would require some help to keep pace with our chassis activities. We therefore asked Mr. Ward and Mr. Green to submit a proposition to us of what additional staff they thought to be absolutely essential to meet our requirements, bearing in mind the fact that the type of war work that Ward is at present taking on is taxing his present estimating capacity to the utmost.
