This has crossed the telegram I sent you last night, reading COWEN OWING PRESENT RAILWAY TRANSPORT DIFFICULTIES SUGGEST BENTLEY CHASSIS HELD UP AND NEW LICENSE OBTAINED SIBATOR which I think will be found self explanatory. Owing to the present situation over in this country, difficulties of rail transport etc., I consider that it would not be wise to send the chassis over at the present stage and I am of the opinion that it will be better leave this matter in abeyance until we see how things go from a military point of view.
