It is believed we are about to receive a special Government order of great urgency and secrecy.

All drawings which are being made in connection with the Seagull should be finished and no new ones put in hand.

Any memoranda which it may be necessary to write to R.{Sir Henry Royce} by Hs.{Lord Ernest Hives - Chair} should have only one duplicate which should be kept in the secret department.

Any memoranda which R; may write to Hs.{Lord Ernest Hives - Chair} or By.{R.W. Bailey - Chief Engineer} or any drawings which it may be necessary for R.{Sir Henry Royce} to send to By.{R.W. Bailey - Chief Engineer} will be addressed to those officials personally, in covers marked "Secret", and should not be opened in the letter sorting office.

The copy kept at West WitteringHenry Royce's home town will be kept in a secret box.

Drawings made at West WitteringHenry Royce's home town should on no account be shown to anyone except draftsmen actually employed upon them and should be carefully covered up in the event of the visitors finding their way into the Drawing Office.
