With reference to my note Wor{Arthur Wormald - General Works Manager}1/M6-12-26, BY.{R.W. Bailey - Chief Engineer} points out that in addition to private letters, there is a second class of correspondence which should be marked "secret", and which should be circulated in envelopes.

To this, of course, I agree.
