We can believe that to-day it will be said that the P.III policy was ill-conceived, that its design was too complicated, and its material cost too high, and that it took too long and cost too much to develop. On the other hand, as those at Derby who had major responsibility in connection with the P.III have all been promoted since it was introduced, presumably the Administration thought the results achieved were satisfactory.
