Regulations for the use, storage, and handling of duty-free spirits.

2 in that of methyl alcohol) the packages must not be opened, but must be retained intact as received until the Officer attends to make an examination of the goods. 7. Stock of Spirits to be kept under lock.—All stocks of duty-free spirits (whether ethyl alcohol or methyl alcohol) must be kept in an approved place, under lock, under the control of a manager or other responsible person, and spirits are only to be withdrawn from the stock under the supervision of such person and in such quantities as are required for immediate use for the approved purpose. The same applies to recovered spirits (see (7) in the form of application). 8. Denaturing of duty-free Spirits.—If the Commissioners so require, duty-free spirits must be denatured to their satisfaction by mixing them with an approved substance or substances, in an approved mixing vat, in the presence of the Officer of Customs and Excise. No denaturant is to be used for this purpose until it has been passed by the Officer. Where the Commissioners require the Spirits to be denatured, the denaturants must be stored under Crown lock or seal in separate drums or other suitable vessels capable of containing not less than the quantity of each denaturant required to denature the minimum quantity of duty-free spirits allowed to be received at one time. The Commissioners are prepared to consider the use of any denaturant or denaturants which may be proposed by the applicant with a view to rendering the Spirits unpotable. 9. Duty-free Spirits to be kept separate from duty-paid Spirits or Methylated Spirits.—Duty-free spirits must be stored apart from any duty-paid spirits or methylated spirits which may be received on the premises, and must be used only in the places designated in the application. The use of the duty-free spirits in the approved manufacturing operations must, unless otherwise expressly permitted, be confined to rooms separate from any in which duty-paid spirits or methylated spirits are used. 10. Stock book.—Every authorised user shall provide, and keep at the premises where duty-free spirits are used, a stock book, in which are to be entered daily, unless otherwise required by the Commissioners, on the debit side, the date on which any such spirits are received, an account of the bulk 3 and proof gallons of the spirits received, and the address of the distillery or bonded warehouse from which they were received; and on the credit side, on the day on which any such spirits are used, an account of the bulk and proof gallons of the spirits drawn off for each of the authorised purposes. If required, the stock is to be taken and the account balanced by the authorised user at the end of each calendar month or at the end of such periods as may be required by the Commissioners. The stock book shall be available at any time for the inspection of the Officer, who shall be at liberty to take any extracts therefrom, to make any entry therein and to take an account of the spirits in stock whenever he deems such a course necessary. A similar account is to be kept in respect of Spirits recovered from duty-free Spirits. 11. Restriction on the use of the Spirits.—The Spirits must be used at the authorised place and for the authorised purpose only, and no attempt of any kind is to be made to recover or regenerate spirits from the products of the art or manufacture. 12. Officer's access to premises.—Any Officer shall have free access to any premises of a person authorised to receive Spirits duty-free, and shall be allowed to inspect, examine, and take samples of the Spirits, or of any article into the composition of which the Spirits enter or in the manufacture of which they have been used. 13. Annual Return.—If required a Return in a prescribed form is to be furnished to the Officer of the quantity of duty-free Spirits used during the year for each authorised purpose. 14. Provision of scales, etc.—Such standard measures and scales and weights must be provided, and such assistance rendered by the authorised user, as will enable the Officer to take account of duty-free Spirits, Spirits recovered therefrom, and denaturants. 15. Office accommodation.—If required by the Commissioners, the authorised user shall provide and maintain to their satisfaction, free of expense to the Crown, suitable accommodation for the Officer, 16. Attendance outside official hours.—Any necessary attendance made by the Officer before 9 a.m. and after 5 p.m. to meet the convenience of the authorised user shall be paid for by him.
