(e) ARMOURED CARS.

War Office Contract M.3128. - The attention of the Committee was drawn to the clauses in this contract which refer to delivery.

Clause 4, page 1, states -

"Earliest possible supply of the chassis is essential and the contractor undertakes to deliver the chassis as soon as he reasonably can...."

Clause 14, page 4, states -

"In the event of any of the chassis remaining undelivered at any time after the expiration of two calendar months from the date of this contract and such undelivered chassis not being required by the War Department, the Secretary of State for War may cancel the undelivered chassis...."

The Committee infer that the War Office may have been encouraged to assume that, unforeseen difficulties excepted, we could complete delivery within the period of two calendar months from the date of the Contract; whereas the inclusion of modifications (4) and (5) in Exhibit A.{Mr Adams} prevent our accomplishing this.

If the Committee's inference is correct, they suggest the desirability of submitting delivery clauses to them before contracts are signed.
