With reference to this difficulty which is explained on another note of the same date, will you kindly get out another scheme as follows :-

Arrange the hand control levers sothat all tension is slack off from the governor spring when the hand lever is 1/4 from the bottom position, i.e the shut position will be 1/4 from the bottom instead of being at the bottom. Then provide a small mushroom air valve on the induction pipe opening inwards and fitted with a spring sufficiently heavy to resist the vacuum of 13 lbs per sq. inch. Then arrange suitable levers so that when the hand control is moved to the bottom of the quadrant this air valve will be open. This valve will of course be shut when the hand control is 1/4
