I give below, for your information, a copy of a letter received from the Ministry of Aircraft Production, dated 29.1.41. reference S.B.11249/D.L. Hs.{Lord Ernest Hives - Chair} 1204 "Gentlemen, I am directed by the Minister of Aircraft Production to inform you that the policy relative to the employment of aliens on work which Contractors are undertaking for this Department has been reviewed. 2. The employment of aliens in certain branches of industry is regulated by the provisions of Home Office Orders dated 17th November, 1939, Statutory Rules and Orders 1939, No.1660 and 10th July, 1940, Statutory Rules and Orders, 1940, No.1239, under which no alien may be employed on certain specified types of work without the prior permission of the Secretary of State for Home Affairs. 3. Following the issue of the earlier order referred to above, a letter No.C.5251/40/S.6. of the 4th June, 1940, was addressed by the Air Ministry to all direct contractors defining the policy relating to the employment of aliens on the types of work specified in the Schedules to the Orders. This letter stated that aliens should not be employed in the aircraft and allied industries in capacities in which they would, if evilly disposed, constitute a danger to the State, and made it clear that the policy was not to encourage the employment of aliens. 4. In the light of the present shortage of skilled labour, it has now been decided that alien labour should be used to the fullest possible extent consistent with the interests of security. 5. It will, however, be necessary, notwithstanding any permission obtained from the Secretary of State for Home Affairs, to obtain the prior permission of this Department before any alien is employed on work which is being undertaken for this Ministry. Applications for this permission must be addressed to:- The Director of Labour, Ministry of Aircraft Production, Thames House, LONDON. S.W.1. specifying the occupation of the alien, the type of work on which and the place at which it is proposed to employ him. 6. Such permission will be necessary in respect of each individual, from whatever source he may be recruited. It will not, however, obviate the need on the part of the Contractor ultimately to obtain the necessary permit from the Home Office referred to in paragraph 2 above. Applications for such permits should be made in writing to: The Alien War Service Department, Box No. 666 Parliament Street Branch Office, London, S.W.1. 7. If any contractor is at present employing alien labour without the knowledge or consent of the Ministry, particulars of such persons should at once be furnished to the Director of Labour, on the lines indicated in paragraph 5.
