Suggesting the fitment of a supplementary Proney brake to allow for low-speed testing of Phantom engines.

CHASSIS ENGINE - FROUDE BRAKES. With the present Froude brakes used for testing Phantom engines we cannot reduce the engine speed below 600 r.p.m. For certain work R.{Sir Henry Royce} has asked for on carburetters it is necessary for us to run full throttle at 300/400 r.p.m. We suggest that, if it is not possible for the makers to modify the present dynamometer to cover this range, we fix a small Proney brake at the rear of the engine to supplement the water brake/low speeds.
