Re-allocating 0.9% Carbon steel Bentley brake drums from experimental car B-23-AE to 4-B-IV.

We find that the design Dept. have instructed special drums for the steel shoes with rolling toggle actuation and therefore we cannot fit the brake drums in 0.9% Carbon steel to B-23-AE as this car is reserved for the former experiment.
