-2- In the cases of self-contained departments, such as the repair departments at Cricklewood, Lillie Hall and Sales Department, the same operations should take place as if there were at each place a separate commercial organisation. There is at present too much unnecessary correspondence. I am desirous that as far as possible, no letter or memorandum should be dictated or written except it is to record matters of importance for the Company's welfare. I shall, from time to time, circularise ideas in this direction which occur to me but this memorandum is to impress upon you the importance of asking always, "Who pays ?"
