Questioning the hand brake adjustment settings on the Phantom III.

D 113 To Rm.{William Robotham - Chief Engineer} Cricklewood, Oct. 30th, 1936. Phantom III. Hand Brake Adjustment. There does not appear to be any definite ruling of the setting of handbrakes. The cars in the Depot under going modifications are all having the hand brake lever set to four notches. (brakes on) This only leaves three notches left before altering the rear adjustment. It does not seem right to provide a quadrant with severn notches and only use three, four already being used in the setting. Is there any reason for this.
