L.57941/18. 6th March, 1919. -: CONFIDENTIAL :- Gentlemen, I am commanded by My Lords Commissioners of the Admiralty to acquaint you that the procedure laid down in Admiralty letter of the 24th June, 1918, L.25695/18, in regard to the supply of information respecting ships of to persons in neutral countries and to representatives of Neutral Governments or firms has been cancelled. 2. The two Orders issued by the War Office under the Defence of the Realm Regulations 24 and 24B have been revoked and it is, therefore, no longer necessary for persons who desire to export "written or printed matter" to obtain a permit from the Chief Postal Censor. 3. Firms will be held responsible for the safe-custody of all drawings, information, etc. which relate to or have been used in the construction or fitting of H.{Arthur M. Hanbury - Head Complaints} M.{Mr Moon / Mr Moore} Ships and such matter should not in any circumstances be communicated to any unauthorised person either in this country or abroad. 4. As regards drawings information etc. not falling within the above category, reliance will be placed in the patriotism and discretion of the firms to whom they belong. 5. In reverting to the practice which was customary before the war, My Lords trust that firms will exercise the greatest care before furnishing drawings or information relating to the construction or fitting of ships of any kind to foreign Governments or firms or their representatives. My Lords are prepared at all times to examine plans or information which it is desired to communicate to the representatives of foreign Governments or firms and they hope that firms will forward any plans etc. to the Admiralty for inspection if there is any doubt whether their communication might be prejudicial to the national interests.
