Quality control proposals and supervision between the English and American companies.

b/- This department would be responsible for supplying the information called for under heading (1) which is absolutely essential if Mr Royce is to exercise any control or supervision at all over the affairs of the american Company.

(3) Control of quality.

It was not considered practicable for the Official controlling quality to be also Chief Tester to R.R. Inc., and in consequence to be paid by that Company, as he would be out of touch, due to pressure of his own work, with the question of the detail finish which it is necessary to maintain. In this connection it was felt there were two alternative proposals

a/- A man of suitable experience with ample authority should be maintained at Springfield by the English Company, who would make it his sole business to see that the detail work, as well as the final product, are both fully kept up to English standards. He would have a kind of roving commission so that he could examine the parts during the process of manufacture, as well as the finished chassis.

b/- The only other alternative which it appears to us is practicable is, for the English Company to drop all attempt to control the quality of the American Company's output by means of an Official from the English Company and to make Springfield entirely responsible for maintaining the quality of their output up to English standards.

c/- The foregoing proposals would definitely relieve Derby from exercising supervision over the American Company, and would enable the Officials at Derby to concentrate on their own responsibilities, which is a very important factur, in view of the work which is, and will be thrown on the departments in question in the near future by the manufacture of the 20HP c

(4) In regard to the question of modifications to standard which were put before the conference by EP{G. Eric Platford - Chief Quality Engineer}, the following changes were considered to have an important bearing upon the finish or future of the chassis; these fall under two headings
