Bailey - Chief Engineer} Rm.{William Robotham - Chief Engineer}2/R.11.1.37. P.III VALVE GEAR. We recommend that we adopt the modifications enumerated in the attached memo forthwith. The situation at present is that we know the cars are starting wrong, and are almost certain to give trouble in customers' hands. We have already had a case in the Repair Department. With the proposed modification we know that the cars will start off right, and if they do go wrong due to the felt becoming choked they can easily be restored to the present standard condition.
