Issues with back axle control and suggesting potential improvements.

We should expect that the worst condition was that of vigorous application of the brakes, but you tell us that it is the low speed torque. One way that we can see of controlling the axle, which is possible, would be somewhat like the front axle with the shock damper lever, or with an upper radius rod to combine with the road spring and make a parallel motion.
