This car came in for a top decarb. but when tested the engine was found to be rough and thumping. Upon measuring up the cylinder bores (routine work) the wear factor was found excessive for the mileage. Enclosed is the Inspector's report.

In view of the discussions upon cylinder wear, and at what mileage an owner should pay for a rebore (C. maintains 30,000 or at bottom decarb) the Kingsbury Depot are holding back this cylinder block for your examination, should you be sufficiently interested to see it. There is a continuous discussion as to whether an owner shall pay part of the cost of rebores at mileages below 30,000 and generally it is the Company who pays.

It is found necessary to rebore at an average of 25,000 miles, and the Company should realize this. If it is still maintained as a policy that we go on reboring free of cost at this mileage, there is going to be a yearly increase of costs, instead of decreasing, with the number of cars coming into service. This requires careful consideration and a decision made to clear the matter up.
