Dear Sirs,

For the attention of Mr. Lidsey.

We understand from our Mr. Mills that the 40 m/m governor carburettor we sent you on trial was not found altogether satisfactory on account of a surging period when the governor began to operate.

We do not think too much importance should be attached to this defect, provided it does not occur over too wide a range of loads and too extensive a range of speeds.

When the surging effect is thus limited, it is impossible to detect it on the road, since it would mean that for a fair distance the gradient is just meeting the load for which the governor begins to operate.

Furthermore, even if this condition were fulfilled, the inertia of the vehicle will only give rise to very slow surging, thus making it indistinguishable from the normal operation of the governor under slight variation of the gradient.

Usually, by careful adjustment of the governor, we manage either to eliminate completely this surging or to limit it narrowly towards the point where the governor begins to close. Once the governor is thus set, it has always been found satisfactory on the road.
