Experimental fix for a seizing governor drive on the Phantom III.

Though the seizing of the governor drive on Phantom III is believed to have been due to insufficient clearance in erecting, we should like to try an experiment with spiral grooves in the bushes as shewn on N.Sch.5073, herewith. There are also grooves across the face of the lower thrust washer. It is possible that too much oil may be drawn up, but it should not be difficult to deal with this.
