X. 4042 X. 771 Mr. Hall seems to be doing good work in his suggestions and supervising of the composition and methods of handling the above. I believe it is of the greatest importance to get the best technical knowledge on such points as these Such research work is shewing itself to be of ever increasing importance. Naturally it costs money, but not so much as doing the work wrongly. I feel sure it is where the Germans, Americans and other foreigners have in the past beaten us.
