The line of demarcation between the Works Manager's Department and the Department of the Secretary and Accountant appears to be quite clearly understood by everyone at Derby.

It is felt that there should similarly be a very clear line of demarcation between the functions and responsibilities of the Works Manager and the functions and responsibilities of other departments.

There can be only one captain of a ship; although the engineer may be responsible for the engines, he is under the orders of the captain.

Similarly there can only be one captain of the Derby Works ship and that is the Works Manager.

The Works Manager is responsible for the whole of the conduct of the Derby Works and for the property of the Company situated therein.

He is responsible for seeing that the heads of departments carry out their duties properly.

No head of a department connected with the Works has the right to arrange rates of wages or salaries without reference to and consent of the Works Manager.

As the Works Manager is responsible for the property of the Works, it is clear that he is responsible for the cars used in connection with the Works. No one has the right to make use of the property for which the Works Manager is responsible except with the consent of the Works Manager.

The Designing Staff will, however, be directly under Mr.Royce. Mr.Royce will deal with their salaries and remuneration.
