I do not object to felt, but do not trust it to do more than keep a close fit against water.

Try for something like this: i.e. revolving disc to retain oil, shewn as locking plate held up by springs in some form, or second nut.

Oil retaining and water excluding must be very thorough. Bearings of this type I understand are specially made for us, but use standard sizes if possible with good results: my sketch is only suggestive.
