RE VALVE TAPPET SPANNER?

With reference to the above spanner,
I understand that this was made up to a model supplied by Mr Platford which had previously been in use in the Running Department.
Mr Hives has reported favourably on this spanner, But Mr Platford now says in his note EP{G. Eric Platford - Chief Quality Engineer}8/W11314 that he has not found it very satisfactory and recommends another type of spanner altogether.
I would be glad to know why the spanner made under No. X,1119 was submitted as a model in the first instance if it were not satisfactory and if Mr Platford could reconsider his report in view of the report of the Experimental Department.
