Letter inquiring about the design and performance differences in a pair of Trioie shock absorbers.

We have examined a pair of Trioie shock absorbers on one of our cars & find that on the near side one there are two holes in the piston closed with flat springs which relieve the pressure when the road springs are compressed but on the offside one there are none at all, the result is that the offside shock absorber offers a considerable resistance to the compression of the springs as well as the rebound. We should like to know whether these shock absorbers are correct & if so say what is the reason for making one side different to the other. By an adjustment of the valves can we make these shock absorbers equal.
