Referring to the method of opening out the tubes in the "Goshawk II" cylinder block, it was suggested down here a little while ago that a small cage of rollers could be dropped into the end of the tube when it was in position in the cylinder block, and then a long tapered rod could be run through centrally by means of a drilling machine and so expanding the end of the tube by means of the rollers, leaving it in a set-up condition in the hole.
