CJ. directs me to circulate the
following Memorandum -

"The dictation and writing of memoranda by one official to another official both situated at the Works or both situated at Conduit Street or both situated at Crickle-wood is a mischievous, unnecessary and expensive habit.

Such documents are only excusable in the event of its being indispensable that a record should be made in relation to money transactions or other transactions which justify such a record.

Conversations and conferences should take the place of memoranda.

Colonel Harker is asked to put down upon the agenda of every conference at Derby the item of unnecessary internal memoranda and it will be the duty of officials to bring forward at the conferences memoranda written by other officials which they consider unnecessary and which the writer still maintains are necessary in order that a decision may be arrived at.
