factors that may be in unobserved operation during one test and absent in the other, but with all conditions identical, the discrepancy is so profound and apparently impossible technically that we are asked respectfully to enquire whether you will permit the comparative tests, especially at these points, to be carefully repeated.

The final designs depend, as you know, upon these findings and the Research Dept. do not wish to waste your time in testing out an eventual product designed to cope with engine "characteristics" that possibly may not exist.
