Query regarding the standard setting for the handbrake adjustment on the Phantom III.

Phantom III.
Hand Brake Adjustment.

There does not appear to be any definite ruling of the setting of handbrakes. The cars in the Depot under going modifications are all having the hand brake lever set to four notches. (brakes on)

This only leaves three notches left before altering the rear adjustment. It does not seem right to provide a quadrant with seven notches and only use three, four already being used in the setting. Is there any reason for this.
