Major Projects.

Before an experiment of a major nature, involving an outlay of more than £100 is commenced, an application form must be filled in and the approval of the General Manager obtained. Sample forms are attached hereto. The procedure will be similar to that for Standardisation Sheets.

The proposer of the Test will first fill in all he can on the form, which will then go to Rb.{R. Bowen}, and, if necessary, a duplicate form will also go to EJJ. An intelligent guess at the cost figures is all that is required, and there should be no delay in obtaining them. Copies of the form quoting the estimated cost will then be sent to the various heads of departments for their remarks. When these have been obtained, the completed form will be sent to Hs.{Lord Ernest Hives - Chair} for his approval. If he or the Experimental Engineer wishes the development expenses to be booked under a separate order number, it should be stated in the remarks column. When sanction to proceed has been given, the sheet should be returned to Rb.{R. Bowen} to have the order numbers added, and then completed copies should be sent to each of the signatories and also to HPS.{Horace Percy Smith - Experimental Factory Mgr} and Rb.{R. Bowen}

It is essential for the success of the scheme that everyone co-operates in adding his remarks to the form quickly.

It may of course be necessary to do some design investigation before definite recommendations can be made on the application form.

Budgetting.

When the cost of a project has exceeded the estimate, re-application must be made before further work is done on it.

General chassis or Engine Development will be allotted a certain sum every month. If the allowance is used up before the period expires, the Experimental Engineer must apply to the General Manager for a further allotment. It will be the duty of the Cost Office to advise those concerned when the allowance has been spent.

If this scheme is to work, the Cost Office must have quick information of work done on major projects, and it is proposed to start two men in the Experimental Shop who will act as checkers, and also supply Rb.{R. Bowen} with this information.
