AMERICAN ALTERATIONS.

Replying to BJ3/H28923 and further to BY6-P26923, I see no reason why R's later reports should not be despatched to america the same as the others.

In regard to saying however that "Springfield should not take these as final instructions that they may make the alterations without further tests" I think it is necessary in this connection to be extremely careful exactly what is said, as apparently in the first place America had put the alterations into force already. In the second place, H, as our chief engineer, has agreed, and therefore to officially tell them that they were not to adopt these until some future date would probably cause trouble.

It is agreed that since CJ, has not yet signified his assent to the alterations, they should not be in service officially, but since America have now submitted them and H, agrees, unless CJ, definitely wishes to hold back official consent and signified this attitude by making a statement like the one you propose to make, it is doubtful whether the statement in question should be made.

It appears to us at the Works that the question of being tried out in England is rather from the point of view of whether we choose to adopt them, or not, and the fact that we do not wish to adopt them should not be enlarged into a prohibition, so far as America is concerned, unless definite reasons were found by the Experimental Dept, on which to base the attitude.
