Financial misunderstanding over a Phantom III engine intended for experimental boat conversion.

He said this was quite a misunderstanding; that he was asked by Lp.{Mr Lappin} if he would sell the Phantom III engine to the Air Ministry, who wanted it for some experimental work, in connection with, I think, a boat. He said that he had spent £200 or £300 on material to convert the engine to a boat and therefore he thought if the Air Ministry wanted to buy it for such a purpose they should pay what he had expended in addition to the cost to him of the engine.

This apparently fell through but he did not intend that we should have to pay for his experimental work if we took the engine back from him; (of course his work on this has come to a standstill) but he though he might have got it from the Air Ministry if they purchased the parts which he had expended money on.

Perhaps you will please let me have your views about item No.1 and I can then, I think, settle this long outstanding account.
