Correcting the part number for a high-pressure spring for relief valves on the Phantom III.

This should be corrected from E.{Mr Elliott - Chief Engineer} 86849 which is for lead-bronze bearings, to E.{Mr Elliott - Chief Engineer} 86850, which is for whitemetal bearings, the latter for the present being standard.
