This correspondence has been brought before me and I have seen the file in question. I am returning it herewith by registered post.

It seems to me that this file is crammed with most valuable material and is not one that we should allow to go outside the Works. Although I agree that it would be very useful to the American Company at the same time it would also, I should imagine, be extremely useful to any other Company's Experimental Department.

I think Mr. Souter of the American Service Dept. simply noticed the reference you made in the depot sheet to certain matters in connection with the steering and this aroused his curiosity. I think the most we should do is to send him certain extracts from that particular point for his information. I certainly do not think we should send him the file.

Perhaps I am placing too much value upon this file, so that I think it would be best for you to consult Wor.{Arthur Wormald - General Works Manager} and Hs.{Lord Ernest Hives - Chair} as to whether they agree with this or not.
