Suggestions for increasing the privacy and efficiency of the Experimental Department.

The question of the secrecy of the Experimental Department has been carefully considered, and we make the following suggestions for your consideration as a means to effect an improvement.

By carrying out work set out on attached sheet headed Scheme A, we shall be able to enclose the whole of the Experimental Department as it now exists, so that no-one can see into the department or the yard connected with it, from either the road or the other parts of the works. Also no-one would be allowed access to the Department except the workmen employed therein, and responsible officials of the Company. In the case of the workmen it is proposed that each workman shall have a badge, and that he will be admitted by a watchman who will guard the only entrance from the works' yard. There would be various other small wicket doors leading into the department from the various parts of the offices and works, and these would be kept in a locked state by means of slam locks and door springs. It is intended that these doors shall not be capable of being opened except by means of a key from either the inside or outside, and that keys will be distributed to officials whom it is agreed should have access. The number of keys issued will be kept down to as small a number as possible, probably one being issued to the chief of each department, say, for instance - Mr. Bailey would have one key issued to him, and if any of the section chiefs from his Drawing Office found it necessary to go into the Experimental Department in connection with their work, Mr. Bailey would loan to them his key, and he would be personally responsible that the people admitted thereby were people who would have a perfect right of access to that part. The carrying out of Scheme A.{Mr Adams} would also provide a strong room for the storing of the Experimental Department records, etc., and would guard them from destruction by fire and would also ensure their secrecy. We should also be enabled to complete the building of a chassis testing dynamometer, so as to enable all the experimental chassis testing which it is necessary to carry out, to be done inside the Experimental Department instead of on the Test Department dynamometers as at present.
