Reference your ROY{Sir Henry Royce}1/MG3.3.25, it appears that Messrs. Elliott do not seem to understand that the object of their efforts, from our point of view, is not to produce an instrument merely comparable with the Weston in quality and price, but one

(1) which is at least equal to the Weston and better if possible, and demonstrably so.

(2) That the demonstration of its equality with or superiority over the Weston instrument is a matter which takes a considerable time, and if they did ultimately succeed in obtaining an order from us, it could not possibly be the case until a sufficient number of instruments of their make had proved their certain equality with or superiority over the Weston.

In case of non-attainment of this degree of perfection it is perfectly correct for them to suppose that there would be no possibility of our using their instrument, unless the supply of Weston ammeters should fail.

They should realise that our negotiations with them, instituted principally (as we understand) by themselves in the first instance, are with the object of their having an opportunity to try, if they care to do so, to produce an instrument which is at least equal to and preferably superior to our present article.
