You can form some idea of the cost of the experimental work from the outline of the procedure I would propose to adopt.
In considering this you might also take into account the fact that having already done a great deal of work in this line I know what to avoid and can save you a good deal in this way.
One essential piece of apparatus is an indicator with which to obtain diagrams of pressure variation in the exhaust pipe close to the cylinder. I devised and made a fairly simple indicator which works up to 5000 rpm. and which I have used for a good number of years. I could bring this with me & there would be no great difficulty in adapting it to your engine. I have an improved model which would be more convenient to drive but it is not ready yet. It is also possible to take diagrams of the pressure inside the cylinder during the suction stroke but this involves extra fittings.
At first I would take diagrams of the pressure variation with the standard exhaust equipment, and these would show why so much power is lost.
